Professional Experience
Marc began his legal practice as an Assistant Attorney General in the Public Finance Division of the
Office of the Texas Attorney General where he reviewed bonds and other securities issued by cities,
counties, public improvement districts, water districts, state agencies, and non-profit corporations.
Marc then gained experience in local governance and administrative law while serving as the ethics
officer for the City of San Antonio and as a member of the 2018 San Antonio Charter Review
Commission. Immediately prior to joining Metcalfe Wolff Stuart & Williams, Marc practiced as an
associate at Winstead PC, representing political subdivisions, underwriters, trustees, and other entities
in the issuance of public securities and other obligations.

While in law school, Marc interned with the U.S. District Court for the Western District of Texas.

Details of Practice
Marc brings his years of public finance, regulatory, and governance practice to better represent real
estate developers in connection with the acquisition, disposition, development, and financing of real
property. Marc is a credited contributor to the 2015 Texas Economic Development Handbook and uses
his experience to represent developers in matters relating to the creation of special taxing districts,
including public improvement districts and tax increment reinvestment zones, and the attendant
financing of capital improvements and other development projects, beginning with the initial feasibility
analysis to completion and conveyance of the development.
